On July 24, 1946, Congress passed the Rivers and Harbors Act authorizing the building of the McClellan-Kerr Arkansas River Navigation System (officially known as the Arkansas-Verdigris Waterway prior to legislation changing its name). Byrns had written editorials for four decades promoting navigation on the Arkansas River. Among its number was Clarence Byrns, editor of the Fort Smith Southwest-Times Record. That same year, the powerful Tri-State Committee, which handled the appropriation requests for Arkansas, Oklahoma, and Kansas, presented a waterway development program for the Arkansas River to the U.S. In 1946, the Arkansas Basin Development Association (ABDA) was established and led the effort for Arkansas River navigation legislation. Meanwhile, independent estimates put the cost for creating an Arkansas River navigation system much lower than the Corps’ figures therefore, Congress ignored the Corps’ negative report and passed a landmark flood control act in 1936, creating the Southwestern Division of the Corps, which then began work in the upper Arkansas, Red, White, and Black river basins. Army Corps of Engineers informed Congress that Arkansas River navigation was technically but not economically feasible due to the high cost of the project during the financial woes of the Great Depression. The next year, Congress passed a flood control act. This led to the formation of the Arkansas River Flood Control Association (ARFCA) to lobby members of Congress for a comprehensive flood control program. The Flood of 1927 made the Arkansas River a conduit for an eight- to ten-foot wall of water that destroyed nearly every levee downriver from Fort Smith (Sebastian County) to the Mississippi River. Disastrous floods had struck Oklahoma in June and October 1923. Part of the impetus behind such development was the prevalence of flooding along the Arkansas River system. In the 1920s, advocates in Arkansas and Oklahoma looked to river development as an achievable goal for the future. It then crosses Arkansas, emptying into the Mississippi River in Desha County. There, it is joined by the Canadian, Cimarron, Neosho-Grand, and Verdigris rivers. We see this trend in biological evolution, in the series of “ major transitions” through which multicellular organisms first appeared and then developed new symbiotic relationships. It was revealed by Luz Noceda's broken phone that all spell circles have a glyph within them depending on the spell, Luz later discovered that all glyphs appear naturally within the Boiling Isles the light glyph appearing as a constellation in the stars, the ice glyph appearing on snowflakes, the plant glyph appearing in flowers, the fire glyph appearing in burns marks, the movement glyph appearing as interlocks for Palismen of an artificial magic staff, and the abomination glyph appearing within an abominations heart. One last supporting fact is the fact that the titans were wiped out "one by one", which fits this theory since glyph magic is unique to each titan.Glyph magic is an ancient type of magic that was rediscovered by Luz Noceda apon her arrival in the Demon Realm. It is possible that the other titans were naive and shared their glyphs with the collector, who foolishly took them back to the archivists where they would then use them for malicious purposes. It is also supported by the fact that papa titan was the last titan standing and also never showed the collector any of his glyphs. The idea of glyph magic being the fatal flaw in titan magic is supported by the fact that titans don't seem to have control over who uses glyphs, as evidenced by Belos being able to use him despite the titan's disdain for him. This practice could serve as a very early precursor to the draining spell, since that knowledge came from the collector, and it seemed to involve a glyph like drawing in the ground. A sufficiently large glyph, or perhaps a particularly nasty specific glyph combo, could suck the life right out of them or at least weaken them to the point where the witches could take them on. While titans do have a very large amount of magic, it is conceivable that there is some kind of upper limit on how much they can use. It is also possible that the collectors used glyphs to drain magic out of the titans. The idea of using titan magic to defeat a titan was entertained in Watching and Dreaming when Luz used the titan's power to defeat titan Belos. The collectors could make use of this by attacking the titans with spells powered by their own glyphs, essentially playing an uno reverse card on them. The problem with glyph magic is that it allows other creatures to access a titan's magic. The theory discussed here is the nature of glyph magic and why it might not be all sunshine and rainbows.
